weETH Withdrawal Contract

The Aave DAO holds a lot of weETH in the collector contract.

At some point in the future, we may need to withdraw the ETH from weETH. There is a withdrawal queue a few parameters need to be defined. The task is to create a contract we can use for Aave to withdraw the ETH via the AIP process. This contract will provide the same functionality as the contract that withdraws ETH from wstETH via Lido.

This might be a nice task for a bot to execute, so we don't have a dependency on Signers. It would be handy to have the same functionality for the leverage weETH/wETH strategy.
