Bridge Native USDC between Arbitrum and Ethereum

The current bridge for moving assets between Arbitrum to Ethereum by the Arbitrum Foundation supports bridged USDC and not Native USDC.

The task here is to create the contracts that enables the Aave DAO to move Native USDC via the Circle bridge between Arbitrum and Ethereum.

This is a very similar task to being able to move GHO between Arbitrum and Ethereum via Chainlink's CCIP bridge, in the sens that only a single asset is routed via this Circle developed bridge.
