Disable option to use Azure backend

I think the Turing UA Azure subscription has been turned off. 😭 

Thankfully, we have the wonderful ability to run scenario creation in the browser (thanks to lots of amazing work by amazing people 😊)

The option to use the Azure backend should correspondingly be disabled.
