Allow words with short translations only in some languages (not English)

It would make sense if translators could add a short translation if that makes sense in their language, even if the entry doesn't have a short translation in English.

Right now that doesn't work, because if you try it Reykunyu starts showing an empty English short translation as well.

Looking into this, and I assume the problem is in this function, but I don't understand what the short_translation_conjugated field is for compared to short_translation
