Camptix Notify: Allow filtering based on Admin Flags

The Camptix Notify feature allows organizers to email all people who have bought a ticket. You can filter based on ticket meta & questions asked, for example anyone who used a speaker coupon, or said they had a meal preference.

Admin flags are a way to bucket attendees, usually used for role identification (Sponsor, Speaker, etc). This appears in the attendee list table and is easy to toggle on and off for individuals. An attendee can have multiple flags.

It would be nice to be able to filter the Notify emails based on Admin Flags. For example, sponsors are given unique coupon codes, so filtering sponsors to try to email them would require adding filters for each coupon; additionally someone could be a sponsor and a speaker, so trying to filter based on coupon would not identify both roles.

Update: It's actually not possible to match everyone but X coupon users, the "coupon is not" filter only matches coupon users who didn't use whatever selected coupon.
