Add country flags as badges #6237

Is your feature request related to a problem? Please describe.
Currently we have pride badges that can be set by the user.
Another interesting official badge can be a country badge - we have a lot of international users and a number of them already put in custom badges with their country.
Describe the solution you'd like
There are good sources of the graphics for the country badges, e.g. this one: https://flagpedia.net/download
- Is public domain (we can use these)
- Various formats
- Named with the ISO standard country codes (we can automate setting those rather than specifying manually)
The setting would currently be done by the command similarly how it's done for the pride badges.
There's a few questions:
- Do we allow setting just one active one or more?
- If we allow more, do we set limit? Or do we YOLO it and let someone set all 254 badges if they really want to?
- We already allow all pride badges to be set, but this is also a bit different
Describe alternatives you've considered
Letting them be custom badges, but those will not display in some places.
Additional Context
It's an idea that I got reminded of recently and I saw the good source of public domain badges, so I wanted to make this issue to see if people would be interested in this and so I don't forget.
Not necessarily prioritizing this right away, but it's also small enough task so we could do it soon if people would like this.
