Make Location-related Fields in Duty Officer Form Read-only

These fields are all populated by the map widget. We should recommend that the Salesforce form folks, switch them to be read-only to prevent the user from accidentally editing them. Then, the only place to update them would be within the map widget.

It sounds like the Lead Agency portal is already mostly read-only. From Sarah:

The only item in the Lead Agency portal that is editable is address information. We made that editable because sometimes the Duty Officer is given the incorrect information and it needs to be updated.

We spoke about this in our check in meeting today and they are going to ask the Salesforce people to make all of the location-related field read only and instruct their users to only use the map widget to make updates. I'll leave this issue open until the changes are made in Salesforce just to make sure that it doesn't slip through the cracks.
