Do we need "Learn" section on the Welcome Page

This could be a part of the CUJ:Onboarding for Sherlock. Currently it doesn't reflect what we want to achieve from this CUJ. Based on the milestone timeline, this should be fixed or removed.

When we launch to public, we'll have public documentation on DAC so this will be a good place to link to it.

However, for now, as we are private, I think we'll have to think about how to (1) ship documentation inside the product, (2) link from this "Learn" page to those docs. Link to a simple .html or .pdf file that opens in the user's default browser could be good enough.
