Dependency on `oven-sh/setup-bun`

It's unfortunate that anthropics/claude-code-action requires a somewhat niche dependecy such as oven-sh/setup-bun, which for many orgs I would like to use Claude with requires explicit allowlisting.

It would be great it this dependency could be removed.
