trivy-java-db CI disabled due to inactivity

Apologies if this is the wrong channel for this but The scheduled workflow for the Trivy-Java-DB is currently disabled due to inactivity in the repo. This means updated packages are not being published daily anymore. This will start breaking people CI jobs if they require the database to be within require defined age limits.

The job has been disabled for 5 days and issue has been raised.

I tried to create a PR in the hope to promote "Activity" but it seems that github require activity from a maintainer to update

We enabled and rebuilt trivy-java-db.
