Description

We need to provide the User Privileges needed to perform change data capture (CDC) in the database.

Steps to Reproduce

Create a user with only USAGE permissions and attempt to connect to the database using the CDC listener.

The MySQL DB user only has USAGE permissions, which is insufficient for CDC operations. For CDC to work, the user needs additional permissions, including:

SELECT on the tables to be monitored
RELOAD (for reading binlog)
SHOW DATABASES (for schema discovery)
REPLICATION SLAVE (for reading binlog)
REPLICATION CLIENT (for binlog access)

The user privileges required for Change Data Capture (CDC) vary significantly across different database systems.
