Point to the latest version of a package in the Central docs #9823

Current Limitation
Currently, we do not notify the user if there is a later version of a given package in the ballerina central UI
eg - https://central.ballerina.io/ballerinax/github/4.5.0 - Although there are later versions, it is not obvious. All the other shown only in the right side other versions section.

Have a note with a link to the latest version of the package.
