Add shallow parsing of the EDI string

Current Limitation

We currently parse the entire EDI string to Ballerina records. There is a use case to parse only the headers so that the EDI string can be routed to specific APIs.

Suggested Improvement

Introduce a new API for shallow parsing upto a specifc header
