Add fine-grained tests for the prlimit items

Add fine-grained tests for the prlimit features.  This will probably be best done in C, as it allows for very manual control of the features we want to test (threads, memory consumption, file size, etc) and compiled somehow (maybe just a makefile that gets run in CI?)
