Add Folia compatibility

​What is your feature request?
I would like to request compatibility/support for the Folia server software.
​Folia is a fork of Paper designed to group nearby loaded chunks into independent "regions" and execute them in parallel on separate threads. Currently, many standard plugins do not work on Folia because they rely on the traditional single-threaded main loop or the Bukkit Scheduler, rather than the new RegionScheduler and EntityScheduler required by Folia.
​Why do you think would it be useful/beneficial for TrainCarts or other people?
TrainCarts is often used on large-scale servers (like theme parks, metro systems, or creative servers) which can be very resource-intensive.
​Performance: Supporting Folia would allow TrainCarts to leverage multi-threading, significantly improving performance on servers with high player counts or massive rail networks.
​Future-proofing: As more high-performance servers migrate to Folia, having TrainCarts support it ensures the plugin remains the go-to solution for minecart management in the modern ecosystem.
