[FEATURE] Get new data from the better-hrep-api

We created a tool that proxies the original HREP API at github.com/njncalub/better-hrep-api

Please use this to update the House Bills data.

As of now, it is using the old fields in the /bills/list which is apparently not consistent with their other end points (crazy right?).

Please update it and use it as the official source of truth.
