IOU calculation

Can you please explain the calculation of the iou within lines 73 - 79. To me all those +1 additions in the calculations of the box areas don't seem to be sensible. Where do they come from?

I think there is no obvious difference between them in practice. But in detectron2, there is no +1 operation.
