Feature Request: Support HCS #119

Feature Description
Add support for OME-Zarr HCS (High Content Screening) or plate datasets in bioio-ome-zarr. This includes both the required HCS metadata and the correct on-disk writes for plate → well → position data.
Writing
We would need a way for users to write a specific image and update metadata accordingly. Users would have to specify that they are creating a HCS file at init then sequentially write images.
Reading
Reading here is interesting because according to the spec we should not open the collection to the first image as a default. It wouldn't be too difficult to implement each image as a scene but under that restriction support is more questionable.
SHOULD make users aware of the presence of more than one image (i.e. SHOULD NOT default to only opening the first image);

- There has been some flux around HCS and collections from OME, this likely will change in the future.
