Implement a feature similar to @eslint/config-inspector

The ESLint config inspector allows to quickly inspect the configuration which is particularly interesting in monorepos.

Except if I'm mistaken, Biome doesn't have a similar feature. I think that'd be great to provide a similar feature in Biome.

If you want to experience it:

1. Go to a project with ESLint
2. Execute: eslint --inspect-config

It would be good if it were on the official biome repository. In fact: @eslint/config-inspector was originally developed by a member of the community and then taken over by eslint to be added to the official repository.
