Detect new VerifyWise frontend deployments and auto reload app to avoid stale cache

When admins/we deploy a new version of VerifyWise, users who already have the app open keep using the old cached bundle. They only get the new version if they manually reload the page or open a fresh tab. This can cause users seeing outdated UI or behavior after a release and inconsistent bug reports because some users are on the previous build.

We should automatically detect when a new frontend build has been deployed and trigger a reload (or at least show a clear “new version available” banner with a reload button).
