Implement workflow-level job abort commands

Currently it is only possible to abort an entire submission through the python API, and one has to go to the Cromwell API which does not appear to be maintained. This would be very valuable for submissions that have a large number of workflows, since when there are thousands of workflows sorting through them manually becomes unworkable.
