Move clipboard into the Storage

We currently store `clipboard` in the page global context, that context may go away when browser kills service worker, meaning we rather would like to [store it in the Storage](https://developer.chrome.com/docs/extensions/reference/api/storage#property-local), we might want to avoid session storage, as it's only available in MV3.
