java.lang.UnsatisfiedLinkError on Windows Server 2019 and javacv1.5.12 but not on Windows 11 with javacv1.5.12 or 1.5.10

Hi community,

I'm struggling since a couple of days with the issue upgrading from opencv 4.9.0 to 4.11.0 or javacv 1.5.10 to 1.5.12.

Caused by: java.lang.UnsatisfiedLinkError: C:\Users\xxx.javacpp\cache\videotool-2.1.0.jar\org\bytedeco\opencv\windows-x86_64\jniopencv_core.dll: Can't find dependent libraries

A simple main method and a fat jar built with javacv 1.5.12 calling:
Loader.load(opencv_java.class);

Environment:

• Windows server 2019 VM, openjdk 11 or 21

• windows 11 VM, openjdk 11

• working properly: multiple windows 11 with the videotool fulljar and javacv 1.5.10 and 1.5.12 / opencv 4.9.0 and 4.11.0 / openblas 0.3.26-1.5.10 and 0.3.30_1.5.12

• failing on: windows server 2019 in unittests and the fulljar just with javacv 1.5.12 / opencv 4.11.0 / openblas 0.3.30_1.5.12 but worked flawlessly since a couple of years with javacv 1.510.

Javacpp extracts partially until the error happens. I've checked latest vc_redist 14 and it looks like the lookup of libraries on windows server somehow is not working.

Appreciate any hint or help.

Ok, that actually makes a difference. (ms jdk 11.0.30) but changing the vendor of the jdk is no viable solution for me.
As I do have a new input and can invalidate some of my theories, this was a good hint. Thank you for your fast response.

I've setup a small test system with not much more than the jdk installed on it and the testtool proceeded until opening the grabber without a camera attached (which is ok and valid).

Can you elaborate on why the MS JDK makes such a difference or do you hava a followup for me? Have I overread some recommendations about the preferred jvm? Or is it just the latest build, that was needed?

The issue is that Microsoft's version of the JDK is pretty much the only one that comes with runtime DLLs for MSVC that are not outdated, so any other JDK might not work. Anyway, if you're using Windows you should be using Microsoft products anyway.
