It doesn't seem like the variation in the distance term (operating cost and travel cost) is enough to really make a difference in trip length therefore the model can't be expected to vary much. In that case, the only interesting parameters to vary would be trip generation. Also, not varying the ASC of mode choice weakens the comparison between the variation of parameters and results.
