Shadow ban not working when global speed limit is on #677

qBittorrent EE: 5.1.2.10
Operating system: Windows 11
Qt: 6.9.1
libtorrent-rasterbar: 1.2.20.0
What is the problem?
When the global speed limit is enabled through the the status bar of the main window, qB EE continues to upload to peers that are newly added to the shadow ban list.
Steps to reproduce
- Seed any torrent with the global speed limit turned on
- When any peer is downloading from qBEE, add it to the shadow ban list through web UI
- Observe the peer's status, the tick appears in the shadowbanned column but the upload speed is not zero (follows the speed limit).
- Turn off global speed limit, the upload speed goes above the speed limit for a second, and then goes back to zero.
