Resolve clang-format dependencies that now no longer work after PR #263 was merged.

Recent integration of a collection of changes under PR #263 no longer build or are tested. CI jobs fail early on clang-format checking.

Also, the format checking no longer works in the repository because is depends on clang-format-11. I did run it locally before I did the pull but I don't know how to fix it in the repository.
