Define default version for hashicorp/setup-terraform action

Description

Currently generaged workflows try to use setup-terraform action like uses: hashicorp/setup-terraform, which is not working due to missing ref. It would be good to have some detault there so that users' don't need to specify version self every time to .projenrc.
