Warn signed in users that a local scenario is applied

When signed in users are asking questions in AI Answers, there should be a visual warning on the question page that they have a local scenario applied. Something like:

Testing local scenario override for [DEPARTMENT]. To switch back to the default scenario uncheck the apply edits box on the Edit and test scenarios page.
