Create Github Project to visualize issues/PRs to their expected merge time

If maintainers have time and are interested in contributions imho it would be great to have some place to see when which feature to expect merged - eg. bulk of issues/PRs to the next release, to the next major release, ones on hold awaiting feedback, etc.
