Issue description

In #3580, we will be changing the logic for new Public contacts so that the organization, city, state values correlate to the organization that controls the domain. However, this will only be for new public contacts so we need to go back and update all the old public contacts to follow this logic.

Acceptance criteria

• Write a script that updates all domain's Registrant Organization, Registrant City, and Registrant State values in alignment with the new defaults, and ensure they are not redacted in the registry
• the same logic set in Connect "public contact" values for Registrant to actual registrant values #3580 is followed when setting the new org, city and state values

Additional context

whoever does #3580, is the best candidate to do this one
