[frontend] Add footer

The footer should contain:

• the Code for Romania copyright info (see the official website)
• a "donate" link (which links here)
• social media icons (the Twitter, Facebook and LinkedIn ones should link to Code for Romania accounts, the GitHub one should link to this current GitHub repo)
