They are handled right now by setting hasManualInput/seIntroduceText on option code

What I'm missing is a short description that could be shown above this manual input. Example: Under question Does the polling station has opened for voters at 7am? if someone chooses no then I'd like to add manual input with hint What was the delay?

a workaround for this would be an option with the text No (please enter the reason for delay)

Yes, the workaround works. The only small issue is that it clutters the data export.
