Update to arm64/x86_64 toolchain

Summary: Update tools submodule to version which enables support for both arm64 and x86_64 architectures. Update common submodule to add subject device tree memory type in subject info. Update Linux submodule to 5dd9c62b5d38. This adds the device tree memory type to muen-sinfo (picked from 6.1.35-muen-arm branch).
