feat: Cycle cooldown settings for each map

Add a cooldown number to each map as a condition for inclusion in the cycle.

This should make the map less biased over multiple map cycles.

It would be nice if there was a default CD or override.

Of course, this was also planned. As mentioned in the previous response, the key is to create a stable plugin while also optimizing it. Until everything is properly tested, adding new features would be unnecessary. But I hope this will be added as soon as possible
