[CRON] Ranker : update MVP downloader library #157

Add a cron (or replace the existing one) to update mvp_downloader_library with magnet links found in rescues table.
Warning : mvp_downloader_library is a temporary table, so close this ticket if it is used is priorizer / ranker code.
