DICOMweb UPS cancelrequest - incorrect handler URI

Describe the bug

The handler for requesting a work item cancelation via UPS-RS is now defined like this (in dcm4chee-arc-ups-rs):

@Path("/workitems/{workitem}/cancelrequest/{requester}")

but based on current DICOM specification, there is no {requester} to be placed in the path.

If I make a request compliant with the DICOM spec, it fails with status code 404. It should succeed.

The derivation from the current specification in PS. 3.18 is intended. I provided a corresponding Change Proposal which also explains the rationale already 2019, but so far I am aware, it was not (yet?) processed by DICOM WG 27.

Thanks for providing this!

This does bring a question of compatibility. Even if WG27 accepts your proposal, there can be DICOM Nodes still using the original path. So shouldn't DCM4CHEE handle both?
