"actual environment" meaning the stuff set with export BLAH=what. If I export BLAH=what and I also have BLAH=lol in my .env, the one in the env should work, so my app ends up with BLAH set to what. So that I can BLAH=what deno task serve and have my app use the one from the command line, and not need to edit a file. I believe this is the behavior in Node / NPM and other toolchains, and it's a good behavior.

If you use --env-file then all variables from that file replace variables present on the environment. Do you have a reproduction in Node that shows the behavior you're describing?
