Add a Visual Studio zone-pivot for the VS Code console app tutorial series. Include the following articles:

- https://learn.microsoft.com/en-us/dotnet/core/tutorials/debugging-with-visual-studio-code
- https://learn.microsoft.com/en-us/dotnet/core/tutorials/publishing-with-visual-studio-code
- https://learn.microsoft.com/en-us/dotnet/core/tutorials/library-with-visual-studio-code
- https://learn.microsoft.com/en-us/dotnet/core/tutorials/testing-library-with-visual-studio-code

Rename and redirect the Visual Studio Code series so the file name doesn't include "with-visual-studio-code"

Remove and redirect the Visual Studio tutorial series.

Update the TOC to remove the sections for Use Visual Studio and Use Visual Studio Code so the combined tutorials are directly under the Tutorials tree.
