Code suggestions don't match 'Problems' pane nor are able to be applied #8968

Issue Description
Code suggestions show one thing, but actions show completely different and from Problems pane, it shows nothing.
Steps to Reproduce
Hovering issue shows this, suggestion seems to match Problems pane.
Invoking code suggestion from editor shows completely different list (I want to simply apply the ' ' suggestion)
Right clicking in Problems pane doesn't show any possible suggestions to apply (normally it does except on this ' ' suggestion)
Expected Behavior
Code suggestions match and 'work' as expected.
