Rename custom dockerfile instructions to start with PORTAINER_

To avoid colliding with any new docker instructions, we should rename the custom instructions so they start with `PORTAINER_`.
- `REPOSITORY` -> `PORTAINER_IMAGE_NAME`
- `BUILD_CPU` -> `PORTAINER_BUILD_CPU`
- `BUILD_MEM` -> `PORTAINER_BUILD_MEM`
