improve tool call parameters rendering broken on hover

Bug Description:

#16844 introduced a different behavior for rendering the arguments of methods.
There are some bugs though.
a) If the mouse is above the chat it sometimes "flows" under the mouse pointer and opens arbitrary hovers then.

b) we lost the ability to see the actual content of a tool call completely.

Steps to Reproduce:

1. Execute the writeFileContent tool and see the big hover

Besides the hover issue, the short label for writeFileContent could be improved, I think it should look like this

Ran writeFileContent(test-formatting.ts ...)

In general we should make sure that the (<argument>) is very short to not spill into two lines.

=> You can not see the arguments of a tool call completly anymore, which is sometimes useful for understanding what happens. The argument for writeContent is the actual file content (which is long).

Ah indeed, that overflow case must've slipped during testing the PR. I can have a look at the PR then! 👍
The markdown overflow is probably an easy CSS fix.
