Extend exhaustive tests to cover more than just x86 linux

Currently we only do exhaustive testing on linux distros with x86 architecture. We should expand this to a more representative set of platform/arch. This will involve some effort in building out new VMs in ci-agent-images and extending our test helpers to install different package types (.rpm for example).

See notes in the POC #18740 (section 1) describing how this pattern will be akin to the existing exhaustive tests where artifacts are produced as part of the test pipeline

As a start to this i'm adding a platform to test .rpm artifacts on arm https://github.com/elastic/ci-agent-images/pull/2257
