[Enhancement]: check and refactor the Prewarm service to meet the case that local directory is not empty

Change prewarm thread to a long term thread, when receive a signal, do prewarm again.
Provide a method, parameter is a set of partition ids need prewarm. These partitions need to be prewarmed in high priority, so enqueue to the front of the queue.
