MemberPromote API and Learner status in the StatusResponse object

Hi Team,

Is it possible to add the following in the version 0.86, the following fields in the rpc.proto?

1. add MemberPromoteAPI
2. Learner check in the StatusResponse API

Is there still time for this ? What is the mechanism to propose this for 0.87 version of the library ?

The above PRs are waiting for a couple of months now on review. I know sometimes the reviewers, maintainers get busy.
Any suggestions to unblock the PR?
