Adding LICENSE

Hello everyone,

I'm building my "own" SOC-builder and would like to use parts of this project non-commercially.

I don't know how much work it would be to find a LICENSE that applies to the whole project, but maybe you can find something applicable to the sub-directories like bootrom and vhdl-wrapper.
