You can use parameter -d to run psacc in debug mode... when you click on
the cogwheel icon, you get detailed info of the comms happening. It is
checking periodically and when conditions are met, it will stop charging.
This is of course subject to stellantis servers working as they should,
which is not always the case and, as you mentioned yourself, the car being
in good GSM coverage area, so its internal modem can actually provide the
info to Stellantis servers, thus to psacc.
Running it in debug will show you how frequent the updates are. On my end,
I generally see updates fetched by psacc every two minutes.

I am now looking at ways now to query the car to ensure its awake and
charging, stop, query again and repeat a sane number of times until
successful. I suspect this is what happens with this app as well but maybe
its just not robust enough for my poor comms.

You set this up only once, it saves required thresholds to config file. You
can query what your current settings are a any time using just
http://localhost:5000/charge_control?vin=YOURVIN
<http://localhost:5000/charge_control?vin=YOURVIN&percentage=80&hour=4&minute=30>
which will return a json dataset with all the values your container
actually uses at the moment.
