Add support for GOMAXPROCS and GOMEMLIMIT environment variables

The flux2 helm chart doesn't include GOMAXPROCS and GOMEMLIMIT environment variables that were added in upstream flux2 PR fluxcd/flux2#4717 to reduce CPU throttling and improve performance.

Please add support for these environment variables to all controller deployments in the helm chart to align with upstream flux2 improvements.

Describe alternatives you've considered.

Currently, we are using kustomize to apply patches, but this operation requires us to constantly monitor upstream, which places a heavy operational burden on us.

You should consider using the Flux Operator which is kept up to date with upstream and made for running Flux at scale.
