Update galata reusable workflows to use official repo (when ready)

When [this PR](https://github.com/jupyterlab/maintainer-tools/pull/268) is merged, update the reusable workflow added in [this PR](https://github.com/geojupyter/jupytergis/pull/1072) to point to the jupyterlab/maintainer-tools version of the workflow.
