Briefcase tabs are disabled when run on java 9 and 10 and select sd on Windows #893

Software versions
Briefcase v1.14.4, Java v9.0.4, 10.0.1, operating system Windows 10, Aggregate v1.x.x, Collect v1.x.x...
Problem description
Pull, Push and Export tabs are disabled after selecting sd when run Briefcase with java 9 and 10. After closing and relaunching Briefcase user is able to use the app. The issue is connected to the first run.

Steps to reproduce the problem
- Install java 9/10
- Run Briefcase
- Set sd
- Try to move to another tab
Expected behavior
User should be able to use app in first run and change tabs.
Other information
- I was not able to reproduce the issue on Ubuntu
