Allow proguard files to be uploaded through sentry-dart-plugin

Currently we require users to separately use the gradle plugin to upload proguard files, however let's check if it's possible to upload it directly via the cli within the sentry-dart-plugin so it's automatically uploaded. This also helps us track native android issues since they are not symbolicated by default if the user doesn't set up the gradle plugin.
